DEBRIS WORKSHOP TOPICS

Debris Management 101

This workshop is the introductory course on general debris operations and includes what’s new in debris news and lessons learned from recent debris generating events. This workshop is a great way to provide debris managers with an overview of debris operations through a time delineated process from debris planning through final project closeout. The debris management 101 workshop will highlight the following debris topics:

  • Debris management basics from preparedness through project closeout
  • Recent guidance changes related to special debris programs
  • Health and safety planning in debris operations
  • Pre-event debris preparedness strategies to maximize efficiency
  • FEMA’s recent study on the Public Assistance Process

Disaster Debris and the Whole Community

Until recently, many debris managers assumed that considerations for individuals with disabilities and functional or access needs is irrelevant to managing debris operations. Historically, debris operations have been categorically exempt from some compliance reviews which led debris managers to believe that compliance with the Americans with Disabilities Act is not applicable. More and more communities are recognizing that decisions regarding disaster debris management may adversely impact individuals with disabilities. It is important to the overall recovery of the community for debris managers to consider individuals with disabilities. This workshop will focus on recently updated guidance on ADA compliance in debris operations. Because of the criticality of this particular topic, the discussion will also include ADA compliance considerations for general emergency operations. This discussion will include the following:

  • Strategies to comply with ADA in debris operations
  • Consequences for non-compliance
  • Current litigation regarding debris operations and ADA non-compliance
  • ADA compliance in emergency operations

Developing and Exercising a Debris Management Plan

Under the FEMA Alternate Procedures Pilot Program, having a Disaster Debris Management Plan can qualify a community for additional Federal cost share after a disaster. This workshop will discuss the purpose of a debris management plan, critical planning elements and best practices for validating a plan through workshops and exercises. The focus of this workshop will be a general overview of debris management planning including:

  • Events and Assumptions
  • Collection and Removal Operations
  • Important of pre-identified Debris Management Sites
  • Use of Force Account Labor
  • Use and procurement of Contracted Services
  • Monitoring
  • Health and Safety
  • Public Information
  • Regulatory Considerations
  • Seminars, workshops, tabletops and functional exercises
