Texoma Council of Governments is accepting applications for Energy Services Specialist. The Energy Services Specialist provides comprehensive assessment, planning, and coordination of the delivery of services to eligible individuals for utility assistance and/or weatherization services.

Bachelor’s degree in business, public administration, social sciences, psychology, sociology, social work or a related field to the applicable program, plus at least one year relevant experience is preferred. Equivalent combination of experience and training which provides the required knowledge, skills and abilities for the position may be considered in lieu of degree.

PROGRAM DESCRIPTION
The Energy Services Program includes the Comprehensive Energy Assistance Program (CEAP) which provides energy assistance up to pre-determined amounts for low-income households; the Weatherization Assistance Program (WAP) which provides for repairs which reduce utility costs by minimizing the infiltration of air; and the Community Services Block Grant (CSBG) Program which provides support for a range of services and activities which address the causes of poverty.

SUMMARY OF POSITION
The Client Services Specialist provides comprehensive assessment, planning, and coordination of the delivery of services to eligible individuals. Exercises discretion and independent judgment in the performance of duties with respect to matters of significance.

ORGANIZATIONAL RELATIONSHIPS
1. Reports to: Energy Services Supervisor
2. Directs: May direct other staff and/or interns and volunteers
3. Other: Collaborate with COG staff; federal, state, and local agencies and officials; COG Governing Body; Executive Director; and the general public.

DUTIES AND RESPONSIBILITIES
Duties and Responsibilities include but are not limited to:
Essential Duties:
1. Interpret federal, state and local regulations and implement management policies and operating practices as they relate to specific program assignments.
2. Interview applicants to gather information and determine eligibility or appropriateness of available services;
3. Develop a comprehensive service plan for eligible clients and commit financial and other resources to ensure service delivery;
4. Monitor the delivery of services to eligible clients;
5. Evaluate client status and update files as appropriate;
6. Establish and maintain a working relationship with service providers;
7. Provide program awareness through community outreach;
8. Maintain records and data essential to the operation of the program in accordance with acceptable standards;
9. Assist in budget preparation and identifying/pursuing funding opportunities by providing consultation and expert advice to management;
10. Participate in short and long range strategic planning;
11. Handle complaints, arbitrate disputes and resolve grievances with client and service providers;
12. Attend training, meetings and conferences related to program goals as determined necessary by supervisor;
13. Perform other duties as required or assigned.
Responsibilities:
1. Assists with basic instructions to new employees.
2. Ensures visitors are promptly recognized either at the door or by telephone.
3. Responsible for maintaining calendars and room schedules in order to see clients
4. Schedules appointments to see clients at the office or at their homes.
5. Provides intake services at off-site offices.
6. Ability to understand utility billings in various formats to determine usage, payments needed.
7. Acts as advocate with utility companies to obtain deposit waivers, payment arrangements and other services needed for clients.
8. Provides utility service companies accurate information to document client payments.
9. Provides case management, including support services, to clients enrolled in training classes.
10. Provides support to families seeking stable housing to prevent homelessness.
11. Acts as liaison between homeowners and weatherization contractors.
12. Ensures that all electronic faxes are printed and provided to appropriate staff.
13. Responsible for large volume of client files, accurate documentation and physical filing.
14. Responsible for accurate data entry of client demographics and services, payments.
15. Maintains appropriate office supplies and equipment as needed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Must have knowledge of federal and state rules and regulations related to assigned programs; sound budgetary practices; and client interview techniques.
Must be able to understand, apply and communicate rules, regulations and guidelines prepared by state and federal agencies relating to assigned programs; establish and maintain effective working relationships with supervisors, co-workers, program participants, service providers, and the general public; demonstrate proficiency in both written and oral communication; exhibit excellent computer skills including Word and Excel in a Microsoft Windows environment; analyze and interpret data; and identify problems and provide solutions.
Must be able to demonstrate a high level of professionalism and maintain a positive attitude.
Must have capacity to work in a multi-task work environment, either independently or as part of a team.

EXPERIENCE AND TRAINING
